Arsenic CAP/CAR, Engineering Control, & NA Monitoring
Fountains Country ClubStillwater was retained to prepare
and initiate a Contamination Assessment Plan (CAP) in accordance with the FDEP Guidance Document
entitled “Corrective Actions for Contamination Site Cases”. After obtaining CAP approval the
investigation was conducted.
The site is a private golf course that has operated an equipment maintenance facility for over 30
years. The facility consists of several metal pre-fabricated buildings and storage sheds secured
by a chain-link fence, and has asphalt paving in front of all the buildings. Operations at the
facility included maintenance and repair of golf course equipment, storage of petroleum,
fertilizers, pesticides, and herbicides, and the preparation/mixing of the pesticides/herbicides.
The CA included the installation of 25 hand auger borings for soil sample collection,
installation of 11 groundwater monitoring wells, sampling and testing of soil and groundwater,
sampling and testing of surface water and sediment samples, top of casing surveying, depth to
water level measurements, and conducting aquifer slug tests. The soil and groundwater samples
were tested for total arsenic concentrations. The analysis revealed soil and groundwater
contamination above the state cleanup guidelines. A CAR was submitted to FDEP with
recommendations for installation of an engineered cap of asphalt paving in the area of concern.
Stillwater engineers designed and permitted the asphalt cap and oversaw its construction. The site is
now in a three year natural attenuation monitoring (NAM) period.
